ORDINANCE No. 4
ESTABLISHMENT OF PENALTY AND LATE FEES ON UTILITY BILLS

AN ORDINANCE TO ESTABLISH PENALTY AND LATE FEES ON PROPERTY TAXES & ADMINISTRATIVE FEE ON PROPERTY TAXES

THE CITY OF MANCHESTER, WASHTENAW COUNTY, MICHIGAN, HEREBY ORDAINS:

Section 1. Amendment to Section 52.07 of the Manchester Code of Ordinances

The foregoing operating rate and surcharges shall be billed and collected monthly. Billing for the rates and charges shall commence on the sixteenth day of the month in which connection is made on or after the first day but before the sixteenth day of the month, and as of the first day of the month following connection where connection is made on or after the sixteenth day of the month. All the rates and charges shall become due on the twenty-fifth day of the month following the end of each billing period, and if the rates are not paid on or before that date, then a penalty of 10% per month shall be added thereto.

Section 2. Repeal of Conflicting Provisions

All other City ordinances, City Council resolutions, and parts thereof that conflict with the provisions of this Ordinance are hereby repealed and shall be of no further force or effect.

Section 3. Severability 


If any section, paragraph, clause, or provision of this Ordinance shall be held invalid, the invalidity of such section, paragraph, clause, or provision shall not affect any of the other provisions of this Ordinance.

Section 4. Effective Date:


The City Clerk shall cause this Ordinance, or a synopsis of this Ordinance, to be published in the manner required by law within fifteen (15) days after it has been duly adopted by the City Council. The effective date shall be the 20th day after the date of publication.
