ORDINANCE No. 5
ESTABLISHMENT OF PENALTY AND LATE FEES ON PROPERTY & ADMINISTRATIVE FEE ON PROPERTY TAXES

AN ORDINANCE TO ESTABLISH PENALTY AND LATE FEES ON PROPERTY TAXES & ADMINISTRATIVE FEE ON PROPERTY TAXES

THE CITY OF MANCHESTER, WASHTENAW COUNTY, MICHIGAN, HEREBY ORDAINS:

Section 1. Amendment to Manchester Code of Ordinances to add Title II: Finance

Section 2. Amendment to Manchester Code of Ordinances to add: Section 20: Finance

Section 3. Amendment to Manchester Code of Ordinances to add: Section 20.01: Penalty and Interest on Taxes for Summer Taxes

After September 15, a penalty of three (3) percent and interest at the rate of one (1) percent per month shall be collected on the summer tax bill which shall be delinquent.

Section 4. Amendment to Manchester Code of Ordinances to add: Section 20.02: Penalty and Interest on Taxes for Winter Taxes

After February 14, a penalty of three (3) percent and interest at the rate of one (1) percent per month shall be collected on the winter tax bill which shall be delinquent.

Section 5. Amendment to Manchester Code of Ordinances to add: Section 20.03: Administrative Fee on Summer and Winter Taxes

Pursuant to Michigan Complied Law (MCL) 211.44, the City Treasurer shall impose a one (1) percent administrative fee on all summer and winter tax bills.

Section 6. Repeal of Conflicting Provisions

All other City ordinances, City Council resolutions, and parts thereof that conflict with the provisions of this Ordinance are hereby repealed and shall be of no further force or effect.

Section 7. Severability 


If any section, paragraph, clause, or provision of this Ordinance shall be held invalid, the invalidity of such section, paragraph, clause, or provision shall not affect any of the other provisions of this Ordinance.

Section 8. Effective Date:


The City Clerk shall cause this Ordinance, or a synopsis of this Ordinance, to be published in the manner required by law within fifteen (15) days after it has been duly adopted by the City Council. The effective date shall be the 20th day after the date of publication.
