A RESOLUTION SETTING A PUBLIC HEARING ON THE PROPOSED 2024 MILLAGE RATE FOR WEDNESDAY, NOVEMBER 20, 2024, AT 7:00 PM IN COMPLIANCE WITH SECTION 24E OF ACT 206, P.A. 1893 (M.C.L.A. 211.24e), THE MILLAGE REDUCTION FRACTIONS ACT 6, P.A. 1981, AS AMENDED (M.C.L.A. 211.34d), SECTION 6 OF ACT 264 P.A. 1987, (M.C.L.A. 141.476), AND SECTION 10(3) OF ACT 106 P.A. 1985 (M.C.L.A. 207.630); AND DIRECTING THE COUNTY CLERK/REGISTER TO CAUSE TO BE PUBLISHED A NOTICE OF SAID MEETING

WHEREAS, this matter has been reviewed by the County Administrator’s office, the Finance office, and Corporation Counsel.

NOW THEREFORE BE IT RESOLVED that the Washtenaw County Board of Commissioners hereby sets a Public Hearing on the proposed 2024 millage rates for Wednesday, November 20, 2024, to be held during a meeting of the Board of Commissioners at 7:00PM in the Board Room, County Administration Building, Ann Arbor, Michigan.

BE IT FURTHER RESOLVED that individuals wishing to participate in the hearing may do so by joining the meeting in person at the County Administration Building at 220 N. Main, Ann Arbor, MI 48104; online at the following address: https://washtenaw.me/BOCZoom; or by phone at 1 (312) 626-6799, using the webinar ID 843 8538 8489 and passcode 033138.

BE IT FURTHER RESOLVED that all citizens of Washtenaw County shall have an opportunity to provide written and oral comments and to ask questions concerning the proposed 2024 millage rates.

BE IT FURTHER RESOLVED that the Washtenaw County Board of Commissioners proposes the following 2024 millage rates: Operating Millage rate of 4.3512 mills, County Parks and Recreation rate of 0.2387 mills (2026 expiration), County Parks and Recreation rate of 0.2260 mills (2029 expiration), Natural Areas rate of 0.2474 mills, Enhanced Emergency Communications System rate of 0.1910 mills, Mental Health & Public Safety rate of 0.9693 mills, and Conservation District rate of 0.0197 mills, Roads and Non-Motorized rate of 0.5000 mills, Veterans Services rate of 0.1000 and Older Persons rate of 0.5000 mills and the rates permanently established by MCL 211.34d and in compliance with Section 24e of Act 206, P.A. 1893 (M.C.L.A. 211.24e), the Millage Reduction Fractions Act 6, P.A. 1981, as amended (M.C.L.A. 211.34d), Section 6 of Act 264 P.A. 1987, (M.C.L.A. 141.476), and Section 10(3) of Act 106 P.A. 1985 (M.C.L.A. 207.630).

BE IT FURTHER RESOLVED that the Board of Commissioners directs the County Clerk/Register to cause to be published, in accordance with Public Act 5 of 1982, the following Public Notice of said hearing in a newspaper of general circulation within Washtenaw County at least six (6) days prior to such hearing:

ON INCREASING PROPERTY TAXES

WASHTENAW COUNTY BOARD OF COMMISSIONERS

PLEASE TAKE NOTICE, that the Washtenaw County Board of Commissioners will hold a Public Hearing on the Proposed 2024 millage rate. The Washtenaw County Board of Commissioners set the millage rate via resolution at their November 6, 2024 meeting and it is expected that the Washtenaw County Board of Commissioners will take final action to make any changes to the millage rate at their November 20, 2024 meeting.

The Washtenaw County Board of Commissioners has complete authority to establish the number of mills to be levied from within its authorized millage rate limitation.

If adopted, the proposed additional millages amount to an increase of 0.5090 mills and will increase operating revenues from ad valorem property taxes 13.63% over such revenues generated by levies permitted without holding a hearing. If the proposed additional millage rate is not approved the operating revenue will increase by only 6.21% over the preceding year’s operating revenue.

The hearing will be held on Wednesday, November 20, 2024. Individuals wishing to participate in the hearing may do so in person at the County Administration Building located at 220 N. All citizens of Washtenaw County shall have an opportunity to provide written and oral comments and to ask questions concerning the proposed operating millage.
