Manchester Township board discusses personnel evaluations, fire runs, and how new addresses are established

All board members were present at the December 14 township board meeting except John Seefeld. Also present were fire chief Bill Scully and Sybil Kolon.

Fire Chief Bill Scully provided the monthly report for November. There were 43 calls for service, including 3 fires and 19 EMS responses. Total runs for the year are up to 509, continuing the recent steady increases.

Zoning administrator Carl Macomber was not present. Supervisor Ron Milkey reported two zoning permits were issued. There has been no resolution of the outstanding issues on which Macomber is following up.

In Seefeld's absence, there was no report on the planning commission. Milkey reported that a public hearing is expected in February on the proposed solar farm on Herman and Sharon Hollow roads. A detailed plan is expected soon.

Milkey reported that the grant application for engineering and construction of the trail from Carr Park to Grossman Road has been approved. Bid specifications are being produced that will be put out to bid in the spring. This project will construct a portion of the trail that will connect the Village of Manchester to Watkins Lake State Park and County Preserve.

Sybil Kolon, township representative to the River Raisin Watershed Council, reported that they have applied for a grant to fund an independent office. The RRWC’s current 86 square-foot office within the Lenawee County Drain Commissioner’s Office is totally inadequate for one full time and three part-time staff.

There was discussion of the need for an ordinance to specify how addresses are established. Trustees Mike Fusilier and Kim Thompson agreed to be on a committee with Carl Macomber to make a recommendation to the board.

Personnel evaluations were also discussed. It was agreed this issue would be taken up by the Committee to Recommend New Board and Commission Members.
