ORDINANCE AMENDMENT SUMMARY FOR ORDINANCE NO. 115
At a meeting on August 12, 2025, Manchester Township adopted Ordinance No. 115, an amendment to its Zoning Ordinance regarding Principal-Use Renewable Energy Facilities and the creation of a Renewable Energy Overlay District. This ordinance aims to comprehensively address renewable energy projects within the Township. The Ordinance and map amendments are available for inspection at the Manchester Township Hall (275 S. Macomb Street, Manchester, 48158) during regular office hours
1. ESTABLISHMENT OF A “RENEWABLE ENERGY OVERLAY” DISTRICT: Creation of a new overlay zoning district specifically designated for principal use renewable energy projects. The boundaries of this overlay district are detailed in the amended Zoning Map, Exhibit B of the Resolution.
2. ADOPTION OF A WORKABLE INCOMPATIBLE ORDINANCE (WIO): The Ordinance, referred to in the Resolution as Exhibit A, adopts a WIO framework that establishes detailed standards for the development siting, operation, and decommissioning of renewable energy projects, including largescale solar, wind, and battery storage facilities. These standards are intended to provide clear, reasonable, and enforceable regulations that reflect the Township's land use objectives and exceed the minimum requirements of Public Act 233 of 2023.
3. REVISED CONDITIONAL LAND USE REGULATIONS: The adopted amendments repeal existing language, which refers exclusively to solar energy systems within the Conditional Land Use regulations, and replaces it with the updated standards outlined in the amended text.
4. SITING REQUIREMENTS, PERFORMANCE STANDARDS, ENVIRONMENTAL SAFEGUARDS, PUBLIC SAFETY MEASURES, AND DECOMMISSIONING PROTOCOLS: The revisions establish specific regulations addressing the location, or siting, of renewable energy facilities, their operational performance, measures to protect the environment, provisions to ensure public safety, and procedures for the removal of facilities at the end of their use and operation.
