NOTICE OF INTENT TO CONSTRUCT A SOLAR ENERGY FACILITY

CASE NO. U-21962

The Michigan Public Service Commission (Commission) will hold a pre-hearing to consider Washtenaw Solar Energy, LLC’s (Washtenaw Solar) September 25, 2025 application requesting the Commission to approve the construction, operation, and maintenance of (“the Project”) consisting of a utility-scale solar project, generating approximately 150 MW solar facility, which can power approximately 28,000 homes located in Saline Township, Washtenaw County, Michigan located on the primarily agricultural land of 34 participating families, consisting of a Project area of approximately 2,412 acres of privately-owned land (“Project Area”). Washtenaw Solar is utilizing the most recent technology, including bifacial solar panels and advanced tracking systems, to maximize the efficiency of the solar arrays. Washtenaw Solar has obtained interconnection rights to connect to the Majestic to Lemoyne 345kV transmission line, which is located directly north of the Project. Washtenaw Solar selected the Project location due to the existence of supportive property owners, advantageous access to the electric grid, predictable solar resources, and the demand for electricity. Washtenaw Solar requests the Commission to find that the Project does not, and is not likely to, pollute, impair, or destroy the air, water or other natural resources or the public trust in those resources. Washtenaw Solar requests the Commission for approval of the Project with the ability to make minor changes as proposed, and to be granted such further and additional relief as the Commission may deem appropriate.

The applicant is required to provide public notice of the opportunity to comment on the application. This notice shall be filed as a public notice in a newspaper of general circulation in each affected local unit or in a comparable digital alternative. The notice shall be written in plain, nontechnical, and easily understood terms and shall contain a title that includes the name of the applicant and the words “NOTICE OF INTENT TO CONSTRUCT ___________ FACILITY,” with the words “WIND ENERGY,” “SOLAR ENERGY,” or “ENERGY STORAGE,” as applicable, entered into the blank space.

The applicant shall also send the notice of the opportunity to comment on the application by U.S. mail to postal addressees within one mile of proposed solar or proposed energy storage facilities, and within two miles of proposed wind energy facilities, including to those addressees within those specified boundaries that are not located within the bounds of the affected local unit and local governments not exercising zoning authority where the facilities will be located.

The prehearing is scheduled to be held remotely by video conference or teleconference. Persons filing a petition to intervene will be advised of the process for participating in the hearing. All information submitted to the Commission in this matter will become public information: available on the Michigan Public Service Commission’s website, and subject to disclosure.
