NOTICE OF PUBLIC HEARING
ON
CITY COUNCIL RESOLUTION ESTABLISHING REGULAR CITY ELECTIONS IN NOVEMBER OF EACH EVEN-YEAR COMMENCING WITH CITY ELECTION IN 2028
The Manchester City Council will conduct a public hearing at 7:00 p.m. on Monday, December 15, 2025, in the City Hall Council Chamber 912 City Road, Manchester, Michigan, to hear all those interested in the following:
By operation of law action by the Manchester City Council to change from annual elections to even-year elections thereby eliminating and consolidating odd-year elections with even-year elections for the offices of Council member.
Currently the City of Manchester holds annual elections for the election of City Council with the Mayor and City Council Members being elected in even-year elections as provided for in Section 3.4 of the Manchester City Charter.
It is proposed if the Resolution Establishing Regular Election in November of each even-year is adopted by City Council that:
- That the term of the three (3) Council Members duly elected at the odd-year November election in 2023 which would otherwise expire in November 2027 under the existing language of Section 3.4 of the Manchester City Charter would continue until their successors are elected and qualified in November 2028.
- That the term of the three (3) Council Members and Mayor duly elected at the odd-year November election in 2025 which would otherwise expire in November 2029 under the existing language of Section 3.4 of the Manchester City Charter would continue until their successors are elected and qualified in November 2030.
Michigan law provides City Council will the ability by operation of law to move its odd-year City election to and consolidate it with its even-year election after notice and a public hearing.
