FREEDOM TOWNSHIP, MICHIGAN
AUGUST 4, 2026 PRIMARY ELECTION
To the qualified electors of Freedom Township:
Notice is hereby given that a state primary election will be held in Freedom Township on Tuesday, August 4, 2026. The polls will be open from 7:00 a.m. to 8:00 p.m. at the following location (all accessible for voters with disabilities):

PROPOSAL SECTION
Chelsea School District Operating Millage Renewal Proposal
This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance. The remaining 1.1437 mills are only available to be levied to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963 and will only be levied to the extent necessary to restore that reduction. Shall the currently authorized millage rate limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Chelsea School District, Washtenaw and Jackson Counties, Michigan, be renewed by 19.1437 mills ($19.1437 on each $1,000 of taxable valuation) for a period of 6 years, 2027 to 2032, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2027 is approximately $6,260,000 (this is a renewal of millage that will expire with the 2026 tax levy)?
Chelsea School District Sinking Fund Millage Proposal
This proposal will allow the school district to replace the building and site sinking fund millage previously approved by the electors. Shall the limitation on the amount of taxes which may be assessed against all property in Chelsea School District, Washtenaw and Jackson Counties, Michigan, be increased by and the board of education be authorized to levy not to exceed .8985 mill ($0.8985 on each $1,000 of taxable valuation) for a period of 10 years, 2027 to 2036, inclusive, to replace the previously approved sinking fund millage with a sinking fund millage for the purchase of real estate for sites for, and the construction or repair of, school buildings; for school security improvements; for the acquisition or upgrading of technology; for the acquisition of student transportation vehicles; for the acquisition of parts, supplies, and equipment used for the maintenance of student transportation vehicles; for the acquisition of eligible trucks and vans used to carry parts, equipment, and personnel for or in the maintenance of school buildings; for the acquisition of parts, supplies, and equipment used to maintain such trucks and vans; and all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2027 is approximately $1,334,000 (this is a replacement of millage that will expire with the 2026 tax levy)?
Saline Area Schools Sinking Fund Millage Renewal Proposal
This proposal renews millage and will allow the school district to continue to levy the building and site sinking fund millage that will expire with the 2027 tax levy.
Shall the currently authorized millage rate of .3394 mill ($0.3394 on each $1,000 of taxable valuation) which may be assessed against all property in Saline Area Schools, Washtenaw County, Michigan, be renewed for a period of 10 years, 2028 to 2037, inclusive, to continue to provide for a sinking fund for purchase of real estate for sites for, and the construction or repair of, school buildings, for school security improvements, for the acquisition or upgrading of technology, and for all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2028 is approximately $975,421 (this is a renewal of millage that will expire with the 2027 tax levy)?
Saline Area Schools Millage Renewal Proposal to Provide Funds to Operate a System of Public Recreation and Playgrounds
This proposal renews millage and will allow the school district to continue to levy public recreation millage (commonly known as the “CARES Recreation Millage”) previously approved by the electors that will expire with the 2027 levy.
Shall the currently authorized millage rate limitation of .4850 mill ($0.4850 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property in Saline Area Schools, Washtenaw County, Michigan, be renewed for a period of 10 years, 2028 to 2037, inclusive, for the purpose of providing funds for operating a system of public recreation and playgrounds; the estimate of the revenue the school district will collect for such recreation program if the millage is approved and levied in 2028 is approximately $1,393,869 (this is a renewal of millage that will expire with the 2027 tax levy)?
Washtenaw Community College
Operating Millage Renewal Proposal
This proposal will permit the College to continue to levy up to 0.85 mill that was previously approved by electors to fund operations for 10 years. Of the 0.85 mill, 0.8109 mill represents a renewal of the 0.85 mill authorization approved by the electors in 2016, which will expire with the 2026 tax levy, and 0.0391 mill represents a restoration of that portion of the same millage authority which was reduced by application of the Headlee Amendment. Shall the limitation on the total amount of taxes which may be imposed on taxable property within the Washtenaw Community College district, State of Michigan, be increased by 0.85 mill ($0.85 per $1,000 of taxable value) for a period of 10 years, the years 2027 to 2036, inclusive, as a renewal of the 0.8109 mill previously authorized by the electors which expires with the 2026 levy plus new additional millage in the amount of 0.0391 mill, to provide funds for operating purposes? It is estimated that 0.85 mill would raise approximately $21,933,415 when first levied in 2027.
Saline District Library Millage Renewal Proposal
Shall the Saline District Library, Washtenaw County, Michigan, be authorized to levy annually a renewal of the previously voted increase in the tax limitation that expired in 2025, in an amount not to exceed .33 mill ($0.33 per $1,000 of taxable value) against all taxable property within the Saline District Library district for a period of ten (10) years, 2026 through 2035, inclusive, for the purpose of providing funds for all district library purposes authorized by law? The estimate of the revenue the Saline District Library will collect if the millage is approved and levied by the Saline District Library in the first year (2026) is approximately $887,000.
