ATTENTION VILLAGE OF MANCHESTER RESIDENTS

NOTICE

PROJECT PLAN PUBLIC HEARING

The Village of Manchester will hold a public hearing on the application to the Michigan Department Energy, Great Lakes, and Environment for funding assisting through the Clean Water State Revolving Fund (SRF) for the proposed Wastewater System Improvements project for the purpose of receiving comments from interested persons.

The hearing will be held at 7:00 p.m. on July 20, 2020 during the regular meeting of the Village Council at the Village Hall, 912 City Road, Manchester, Mi 48158. Please visit the Village website at vil-manchester.org for information regarding attending virtual meetings if necessary.

Project construction will involve replacement of the Riverside Lift Station, installation of a force main along Vernon Street to carry wastewater to the water treatment plant, installation of an equalization tank at the wastewater treatment plant, and installation of a screen and grit system to remove rags and other inorganic material that cause damage to downstream equipment.

Impacts of the proposed project include:

Noise: Noise due to construction activities such as construction equipment, machinery, generators, compressors, etc will be kept to a minimum, as practical. The work hours will be maintained in accordance with local ordinances.

Increased User Rates: An increase in user rates will be necessary to fund these improvements. 

The estimated cost for the proposed project is $3,300,000. The estimated costs for a typical residential customer will be discussed at the public hearing.

Copies of the plan detailing the proposed project are available for review beginning June 20, 2020 at the Village Hall, 912 City Road, Manchester, MI  48158 and the Village website www.vil-manchester.org (PDF version)

Written comments received before the hearing record is closed on July 20, 2020 will receive responses in the final project plan. Written comments should be mailed to: Village Clerk, Village of Manchester, PO Box 485, Manchester, MI  48158; emailed to jschaible@vil-manchester.org; or delivered to 912 City Rd., Manchester, MI. Handicapped persons needing assistance or aid should contact the Manchester Village Offices during regular hours, forty-eight hours prior to the meeting.
