Meet the Manchester Senior Citizens Council Board

Manchester Senior Citizens Council (MSCC) has been busy this summer with ongoing improvements to the center, new activities, and a brand new website! The new website includes the center’s calendar of upcoming events, the monthly menu for senior meals, the application for help with minor home repairs, the history of the organization, and more. Check their website out for yourself at https://www.manchesterseniors.org/.
In addition, as August 21 is National Senior Citizens Day, this week we are introducing the members of the MSCC Board (who you can also read about on their new website) to the community:
Patti McCabe, Board President: Patti McCabe is a devoted educator with over 50 years of service to young people in Romulus and Manchester and has been a Manchester resident for nearly 40 years. Patti is currently celebrating her one-year anniversary as MSCC president. She is warm, inclusive, and passionate about the well-being of others and has a deep love for fiber crafting — particularly rug hooking.
Andrea Dowhal, Vice President: Andrea Dowhal enjoys bowling, gardening, quilting, and rug hooking, and she loves spending time with her cat, Ollie. Andrea is friendly, always willing to help, and values the friendships she has made through the Senior Center.
Dave Tamagne, Board Secretary: Dave Tamagne has been a Manchester-area resident since 1987. In addition to serving as MSCC secretary, he serves as president of the Manchester Community Resource Center, and secretary of Manchester Masonic Lodge 148. Dave retired from Ford Motor Company, where he served as a manufacturing engineer and project manager, and also retired as project director for MSP-OHSP. He is a certified child passenger safety technician, senior technician, and technician proxy, and has volunteered with C.S. Mott Children’s Hospital in the Pediatric Trauma and Pediatric Rehabilitation/Wheelchair Services departments. In his spare time he likes to fish and ride his motorcycle. Dave has a wife, Dori, and two children, Ben and Ann.
MaryJane Brown Luckhardt, Activities Director: As a longtime board member and activities director, MaryJane Brown Luckhardt has dedicated herself to making sure every senior at the Manchester Senior Citizens Council has something meaningful and enjoyable to do. She is happily married and the mother of a daughter who is herself a senior. She is an accomplished quilter with over 700 quilts to her name, loves making pillowcases, and enjoys baking for the seniors she serves.
Pat Vailliencourt, Board Treasurer: Pat Vailliencourt has been a Manchester resident for 50 years and is deeply committed to serving her community. Pat has served eight years on the MSCC board and has played a vital role in growing the organization into what it is today. She also serves as mayor of the City of Manchester. Pat loves quilting and has five children, eight grandchildren, five great-grandchildren, and the love of her life, Dwayne.
Betty White, Board Trustee: Betty White has called Manchester home since 1981. When MSCC leadership reached out about joining the board in March, she was more than happy to say yes. A familiar face at the senior center, Betty enjoys taking part in exercise classes, card games, crafts, movie nights, and cribbage. She also serves as an advocate for her condo association.
Joan Lieback, Board Trustee: Joan Lieback has called Manchester home since 1998. After retiring this year at the age of 65, she is excited to give back to the community, joining the board to make sure other older adults can benefit the way she has over the past five years she has been an MSCC member. Joan enjoys working with others, meeting new people, and contributing ideas that will strengthen programs and services for area seniors.
Joyce Sroufe, Board Trustee: Joyce Sroufe is a lifelong Manchester resident and has served as a trustee since 2023. Professionally, Joyce built a distinguished 34-year career with Borders Group, Inc., where she worked in production control. Joyce is thoughtful and a valued voice in board discussions, as well as being instrumental in launching the senior food service program, now a vital community resource. Outside of her board service, Joyce enjoys quilting, knitting, and crocheting — and is the mother of six children.
Pat Scott, Board Trustee: Pat Scott grew up in Manchester and after a brief detour to Kentucky, Florida, and Chelsea, she is back. She worked in customer service for the U of M hospital for 33 years, followed by working for Walgreens for 10 years, then Menards and Ace Hardware before retiring last year. Pat enjoys talking to people of different generations and seems to have a natural talent for organizing. In her free time, she likes cooking, baking, and cleaning.
Barry Osterbur, Board Trustee: Barry Osterbur is a retired Lutheran pastor of the Evangelical Lutheran Church in America. He served two parishes in Illinois, where he grew up, then in Macomb County. He was also director of Candidacy in the Southeast Michigan Synod, and enjoys the occasional “supply” work when congregations need Sunday worship leadership. He and his wife, Elaine, moved to Manchester 10 years ago and each have become active volunteers in the community, Elaine at the Community Resource Center and Barry at Worth Repeating. They are both active in their current church, Holy Faith, in Saline. Since joining the board, Barry has taken responsibility for the Minor Home Repairs program.
